Role Overview:
Join the Council in delivering it’s largest digital transformation initiative, the Resident Experience and Access Programme (REAP). As the Project Manager, you will lead multiple projects within REAP, primarily focusing on the procurement and implementation of key IT platforms to enhance resident services and drive efficiency across the council.
Key Responsibilities:
- Lead the definition, planning, and delivery of complex digital platforms.
- Manage end-to-end procurement projects, including system specification, documentation, evaluation, and implementation.
- Develop and maintain project plans, quality, and risk documents.
- Monitor project team performance and maintain effective financial and progress forecasting.
- Ensure alignment with the Council’s declaration of a climate and ecological emergency.
- Lead and coordinate a portfolio of projects, applying appropriate project management methodologies.
- Motivate and manage project teams, internal staff, and external contractors.
- Ensure effective communication with stakeholders and maintain project documentation.
- Identify, assess, and manage project risks and issues proactively.
- Oversee training needs analysis and delivery.
- Develop and maintain performance indicators, budgets, and targets.
Managing People:
- Provide leadership, motivation, and support to the team.
- Lead multi-disciplinary programme and project teams.
- Recruit, manage, and develop staff in accordance with Council policies.
- Proactively manage sickness, discipline, and performance issues.
- Assess resource needs and engage consultants or agency staff as required.
- Conduct regular performance management and appraisals for direct reports.
About You:
Knowledge and Skills:
- Previous experience in a similar role, preferably within a local government setting.
- Qualification in Agile, Prince2, Lean Six Sigma, or similar.
- Demonstrated ability to project manage cost-effective service improvements and organisational transformations.
- Strong communication skills, with the ability to translate technical concepts into non-technical language.
- Ability to anticipate industry trends and challenge traditional service delivery methods.
- Highly organised with excellent time management skills.
