NATOIS-0016 – Procurement Consultant – BRUSSELS

Duties and Role

* Provision of general procurement advice relating to their domain of expertise;
* Development, preparation and review of category plans and procurement strategies, spend analysis, market research;
* Requirements gathering and analysis, development and review of technical specifications and statements of work, development and review of solicitations of offers, management of sourcing processes, evaluation of bids and proposals, development of evaluation reports, etc.; and
* Contract management and administration activities, contract documentation filing and archiving, quality assurance implementation and management, management of contract changes, performance monitoring and reporting, settlement of contract claims and disputes, contract termination and close-out, etc.

Specific working conditions: In an open space area

Requirements

* Current NATO Secret security clearance
* Either living in Belgium, or have the existing visa allowing you to live and work there
* At least 3 years of procurement experience including at least 2 years of experience as Category Manager or Procurement Officer
* Possess university degree in one of following: purchasing, supply, economics, or engineering or equivalent
* Have significant experience in supplier and proposal evaluation activities and in organizing, managing, and leading supplier and proposal evaluation teams
* Have expertise in contemporary strategic sourcing processes commonly used by best-in-class organizations, particularly in non-manufacturing and public sectors
* Be at least Level 3 UNDP/CIPS certified or possess equivalent level of qualification granted by national professional association or academic institution (desirable)
* Experience in use of ERP systems such as Oracle E-Business Suite
* Possess following minimum levels of NATO’s official languages (English/French): V ("Advanced") in one; III ("Intermediate") in the other
