JOB SUMMARY:
1.To be responsible for the council’s treasury and
Pensions Fund and overseeing Pensions
Administration in line with the regulatory framework for the Local Government Pension Scheme (LGPS), financial best practice and control procedures, ensuring that the Authority fulfils all its corporate and statutory requirements.
2.To act as the key Pension Administration expert, have knowledge of all aspects of the Local Government Pension Scheme (LGPS).
3.To co-ordinate, maintain and have responsibility for the administration of the Authority’s Pension Scheme, providing a full range of pension benefits to the Authority’s employees and their dependants, as well as those employees of other organisations
ROLE
REQUIREMENTS:
To manage the budgets under its control (pension fund, borrowing and lending) to deliver the best returns for the council to ensure a high level of funding of the Pension fund, minimising borrowing costs and maximising investment income.
To provide technical advice to the Director of Finance, Procurement and Audit and Members on the optimum management of the Pension Fund.
Ensure that compliance is maintained with HMRC requirements, the Pensions Acts and contracting out legislation. Ensures that by achieving compliance the Council is not reported to one of the regulatory bodies.
To manage fund and pensions staff and trainees as allocated, in accordance with council policies and procedures, legislative and regulatory requirements including ensuring effective training and development of all members of the team.
Provide advice to the Pension Board and service the operation of the Pension Fund Committee.
Knowledge
A significant understanding of the workings of local government along with the financial, legal and political context of local government
An expert in pensions policy and practice and administration with extensive technical and practical knowledge of the Local Government Pension Scheme Regulations.
Understanding of treasury management principles and the ability to apply them to local government cash flow, investment and borrowings with an understanding of the risks associated with treasury arrangements.
Excellent analytical and IT skills including use of Microsoft Office
Qualifications & Experience
Experience of managing a significant pension fund and treasury management including dealing with substantial amounts of cash flow, investment and borrowings
A track record and experience of producing both technical and strategic / policy advice, guidance and information to a wide range of audiences with interests in the Local Government Pension Scheme, including governmental bodies, pensions practitioners, elected members and employers
Experience of team management including responsibility for financial budgets and experience ofmanagingandmotivatingateamofpeoplewithdiverse backgrounds and skills.
Excellent written and oral communication skills in order to communicate and present technical information in an understandable way to a wide and diverse audience, including pensions practitioners, employers, councillors and union officials.
The confidence to represent the Council providing advice, information and / or training to a wide range of audiences including governmental bodies, pensions practitioners, councillors, and employers.
Educatedtodegreelevelorequivalent,ideallywith a full professional membership of CIPFA or equivalent (ACA, ACCA, CIMA) preferred
