Job Title: Business Control Risk Management Officer

Scope and Purpose of the Role:
The Business Control Officer UK (BCO UK) will assume delegated risk ownership for ABF UK and provide expertise on strengthening ORM first line responsibilities and co-ordinate with second line (Operational Risk) on training and instruction of risk control requirements and risk assessments. The ownership of the Banks risk control framework remains with 2LoD.

The BCO UK will be responsible for securing the ABF UK License to Operate by ensuring that ABF UK have their ‘House in Order’. The incumbent will be required to take ownership of risk and control related issues and provide regular reporting and MI. The incumbent will also be accountable for oversight of all ABF UK non-financial risks and responsible for supporting the 1LoD in BAU execution of change.

Key Responsibilities:
Areas of focus will be:

  • Audit Management & Regulatory;
  • Compliance, Legal & HR; and
  • Change Management

Activities include but are not exhaustive:

  • Assuming delegated Business Lead responsibilities for risk related topics;
  • Lead the ABF UK RSA and SIRA processes, coordinating with the Risk & Oversight ABF team in Head Office and the Management Control & Regulations Officer in UK Process and Control;
  • Review and comment on the SIRA and RAS ABF overall output looking at it from a UK perspective to ensure all risks are adequately described and mediated to meet UK regulatory standards;
  • Responsible for the design, monitoring of MC&T’s, REM’s and all actions that are required after execution of the risk instruments, including setting up working groups to close identified gaps;
  • First contact person between ABF UK, AAB UK P&C and AAB I&ORM 2nd line stakeholders AAB UK on the status and content of REM’s, MC&T’s and RSA’s;
  • Lead any RSA deep dives into specific processes for ABF UK, working closely with other business Control colleagues across the NWE franchise to share information and collaborate as required;
  • First contact person with 2nd line I&ORM on the status and content in relation to ABF UK of IMAT’s, REM’s, MC&T’s and RSA’s, working together with BC ABF to provide insights;
  • Provide input for local reporting of ABF UK, AAB UK and 2nd line I&ORM UK (based on PowerBi dashboard);
  • Provide input as required to the overall ABF production of the ERM dashboard as required; and
  • Provide input for the local Risk & Control meeting (based on PowerBi dashboard) on all 1LoD risk operational activities.

The BCO UK will take 1LoD responsibility for defining effective, relevant and complete:

  • Risk Self Assessments (RSAs) – Pro-active input to the RSA to ensure UK risks are adequately documented and where required remediation documented with appropriate follow up
  • Risk Control Follow Up Dashboards (RCFUDs) – Pro-active support to the business to correctly detail the elements of the dashboard
  • Issue Management and Tracking (IMAT)
  • Incident Reports, including following up on Events and Near Misses – Pro-active involvement in both the documentation and resolution of any incidents, ensuring processes are updated as required and required training is given by respective RTO to the business
  • Change Risk Assessments (CRAs) – Pro-active involvement in business CRA’s ensuring all risks are adequately detailed and mitigated
  • Systemic Integrity Risk Analysis (SIRA) – Pro-active involvement in reviewing ABF SIRA output to ensure UK regulatory requirements are met for UK clients. Take coordination role between AAB UK & ABF
  • Strategic Risk Assessment (SRA) – Pro-active involvement in compiling and reviewing ABF SRA to ensure any specific UK risks are documented and included for consideration in the AAB UK SRA .
  • Management Control Statement (MCS) – Feed into AAB UK MSC

Other responsibilities include:

  • Working towards providing specific improvements with regard to policy adherence and increasing risk awareness;
  • Provide assistance with Internal Audits, Regulatory visits and examinations;
  • Obtaining and maintaining intimate knowledge of systems and processes used in the UK Branch to support control and regulatory obligations;
  • Extensive pro-active stakeholder management both in the UK and Head Office will be a requirement for this role;
  • Understanding how Bank policies are implemented; and
  • Delivering training and ensuring awareness, in conjunction with UK Compliance, to 1LoD participants on new processes required to meet regulatory obligations.

Skills/Experience Required:

  • Relevant Degree and work experience
  • An excellent and demonstrable track record of understanding risk related business functions and UK financial regulations
  • Self-starter and pro-active approach to risk management
  • In depth knowledge of financing constructions, operational risk management, process development and management
  • Preferred knowledge of ABN AMRO Bank organisation structure, products, processes, systems and objectives
  • Demonstrable understanding and awareness of compliance, regulatory and legal framework
  • An ability to work with and manage expectations of senior management and key stakeholders
  • Good interpersonal skills and excellent service orientation
  • Manages own time to meet agreed targets; develops plans for short-term work activities in own area
  • Good credibility, trustworthiness, problem solving, task management and self-management competencies
  • Excellent team player with a strong focus on working together to achieve results
